WHO knew Bill Shorten had that kind of mongrel in him?

The Labor leader delivered an intense spray at the 2014 Federal Budget at a doorstop interview outside Canberra Hospital this morning.

With hissing tones and vitriolic comments reminiscent of Paul Keating in his prime, Mr Shorten played the classic old school Labor role of class warrior, portraying the Liberals as uncaring, privileged and out of touch.

"The Australian people don't need a lecture from cigar chomping Libs who break their promises and think they can get away with it," he thundered.

Tellingly, Mr Shorten mentioned Tony Abbott repeatedly his comments, keen to paint the Prime Minister as the chief architect of Australia's grief rather than Treasurer Joe Hockey.

This tactic appeared to indicate that he is playing both the long and the short game — trying to make Australians angry today while reminding them that it's Abbott, not Hockey, they'll potentially be voting for in 2016.

Here's a Shorten sweet version of some of Bill's choicest bites.

MR SHORTEN'S FIRST SHOTS WERE AT BROKEN PROMISES:

"This budget is a sledgehammer that will hit every family in Australia."

"The budget last night is full of broken promises, and Australians are being made to pay for Tony Abbott's inability to pay for promises he made before the election."

"We've made it care that a tax on Medicare is a tax on sick people, a broken promise."

THEN HE HAD A LONG SUSTAINED GO AT HEALTH AND MEDICARE:

"Australians will never forget that when Mr Abbott wanted their votes he said "no cuts, no increase in taxes, no cuts to health."

"What we saw was Mr Abbott launching an absolutely disgraceful attack on ordinary families."

"A cowardly attack on the most vulnerable in society."

"Tony Abbott hasn't just broken his promise to cut health, he has absolutely smashed it. The AMA says this budget is full of pain for patients and he is absolutely right."

"This is not Medicare, this is not the system of health people have had supporting them for 30 years, this is Tony Abbott destroying Medicare."

The $7 patient contribution has been embraced by many commentators, given that the bulk of the money will go to research.

Mr Shorten wasn't buying any of that.

"They say because some of it will go to Medical research that justifies breaking a promise. That money can come out of consolidated revenue. This country is smart enough and generous enough to fund our medical research without taxing the sickest in our community."

"No more weasel words, This is an attack on Medicare, Tony Abbott is a clear and present danger."

"Labor will not support taxes on Medicare full stop. We believe no matter what your circumstances you should be able to go to the doctor without paying a cent."

"Let me make it crystal clear, for 30 years ever since Medicare was introduced, the Liberals by hook and by crook have tried to destroy universal health care, they've never liked it.

"The system can always be improved by improving efficiencies within the system but let us not stop sick people from being able to go to the doctor, it is a bad idea."

"We've got your back when it comes to Medicare. We will stand up and fight for Medicare."

BILL WASN'T HAPPY ABOUT THE REINTRODUCTION OF FUEL EXCISE INDEXATION WHICH WILL MEAN FUEL PRICE HIKES:

"The Abbott Government is so out of touch, let me tell you Mr Abbott, there are millions of people who drove to work today, who dropped their kids at school."

AND HE THINKS THE BUDGET EMERGENCY HAS BEEN MADE UP:

"They think that if they can confect a budget emergency, they think they can get away with it."

"Tony Abbott should hang his head in shame. I don't know what on earth these people were thinking before the last election, It is clear to me that they misled people before the election to get their votes, and now they have an extreme agenda. They have made up a budget emergency…"

MR SHORTEN INFERRED THAT BY CUTTING FEDERAL MONEY FROM HEALTH AND EDUCATION, STATES WOULD CLAMOUR FOR A LARGER SLICE OF THE PIE, WHICH WOULD EVENTUALLY MEAN A GST RISE:

"That is the secret plan here."

THEN CAME SOME MORE OF THAT OLD SCHOOL LABOR RHETORIC:

"Only people who've never had to work with their hands in backbreaking work could come up with a plan like this. I've got a great idea for you, I'm going to cut your pension and your superannuation and by the way you can work longer for the privilege. How dare he tell people to work longer when he has no vision for the future."

"The Australian people don't need a lecture from cigar chomping Libs who break their promises and think they can get away with it."

"They said they would be something special in Australian politics, they were going to help the cost of living. This budget fails the test, it is grotesquely unfair."

HE WAS PARTICULARLY UNIMPRESSED WITH OLD LABOR IDEAS MARKETED AS NEW COALITION IDEAS:

"A lot of these [infrastructure projects in the budget] are last week's fish and chips wrapped up as dinner, when you look through the noise and smoke, you discover there's not a lot of new infrastructure spending… but one thing's for sure, ordinary Aussies work very hard, and they don't need the Abbott Government inventing a budget emergency."

AND FINALLY, HE DELIVERED A DECENT IMPROMPTU RESPONSE TO A JOURNALISTS'S QUESTION ABOUT JOE HOCKEY DANCING TO THE SONG "BEST DAY OF MY LIFE":

"Maybe it was for Joe Hockey but this was a terrible day for ordinary Australians."

We can only speculate if Mr Shorten will be this fired up again in his official response tomorrow night. But one thing we can say for sure is it could be a while before anyone tweets anything like this again.
